Southern California's regional transportation plan (RTP) provides the blueprint for future improvements based on specific transportation goals and policies for the next 25 years. The RTP covers a six-county region of more than 25 million people.

ESA prepared CEQA documentation for three RTP updates. The 2001 RTP focused intensively on aviation demand in the region. ESA analyzed five different aviation scenarios including air quality and noise modeling for 12 area airports to determine how they would affect adjacent land use compatibility. In 2004, the RTP focused on growth and the assessment and mitigation of regional-level transportation impacts. The RTP environmental impact report (EIR) compared impacts associated with infill and a more decentralized growth pattern. ESA assisted the Southern California Association of Governments (SCAG) with project evaluation and refinement, identifying potential impacts for new or modified projects in the RTP along with the development of a mitigation monitoring program. The 2007/8 RTP addressed SAFETEA-LU issues and focused on goods movement. ESA conducted detailed health risk assessments for sample projects (roadway construction projects and truck lanes) and assisted SCAG in an outreach effort to improve the 2004 mitigation approach so that it might assist agencies in preparing Tier 2 documents (documents that reference the RTP Program EIR) in addition to addressing regulator concerns.
