Planning for the City of Oakdale

The City of Oakdale, located along the Stanislaus River, is a gateway to Yosemite National Park and the Sierra Nevada foothills. With a population of just over 20,000, the City is adjacent to a municipal airport and is traversed by rail lines and state highways.

ESA prepared a comprehensive update to the City’s General Plan that directs how the City will stimulate economic growth, expand retail and employment opportunities, revitalize neighborhoods and the downtown corridor, provide cost-effective infrastructure and services, promote public safety, and enhance resource conservation and sustainability for the next 20 years. To accommodate new growth in a fiscally and environmentally responsible manner, the plan identifies intensification and reuse of infill sites and expansion of the City’s sphere of influence. In concert with the General Plan update, we prepared a Housing Element update, two specific plans for new mixed-use growth areas, a climate action plan, and a combined programmatic and project-level environmental impact report addressing all project components. To ensure the plan reflects the local community, ESA led an outreach process that engaged the public, property owners, stakeholders, and businesses, incorporating their feedback into the final planning products.

ESA partnered with the City and community of Oakdale to create several planning documents that will shape decisions, policy, economy, growth, and community character through the year 2030.
